Neonatal Abstinence Syndrome

Six week old baby admitted with Neonatal Abstinence Syndrome. Mum was on high dose of methadone.
I am unable to code P96.1 Neonatal withdrawal symptoms from maternal use of drugs of addiction as the principal diagnosis, as the case then groups to 963Z Neonatal Diagnosis not consistent with age/weight. This is a zero valued DRG.

This appears to be a grouper anomaly. How do you suggest this case should be coded?

As this is a known grouping issue, in keeping with previous advice in #2011 Neonate with melaena due to ingestion of maternal blood published in the 1st Quarter 2004-05 ICD Coding newsletter, the VICC recommends to look up the index entry Withdrawal, state, symptoms, syndrome, opioids and assign:
F11.3 Mental and behavioural disorders due to use of opioids, withdrawal state

The following additional diagnosis code may also be assigned:
P96.1 Neonatal withdrawal symptoms from maternal use of drugs of addiction.

The Commonwealth is planning a review of the grouping of P codes for a future version of the grouper.
