ACS 2117 Non-acute care

At the beginning of ACS 2103 Admission for post acute care it clearly states that the definition of post-acute care is for classification purposes.
There is no similar statement at the beginning of ACS 2117 Non-acute care.
Is the definition of non-acute (or maintenance) care in the first sentence of ACS 2117 Non-acute care also intended for classification purposes and independent of the Care Type under which the patient is admitted?
There seems to be some confusion around the interpretation of ACS 2117 in that if a hospital assigns Z75.1- Person awaiting admission to adequate facility elsewhere as the principal diagnosis, then the Care Type must be Maintenance Care but what if the hospital is not approved to report the Care Type for Maintenance care and the documentation in the record supports the assignment of Z75.1- as the Principal diagnosis?
ACS 2104 Rehabilitation clearly states that Z50.9 Care involving use of rehabilitation procedure may be independent of the admitted patient Care Type; however this same statement is not included in ACS 2117.

Definitions are provided in ACS for clinical coder information only; for classification purposes follow the guidelines in the Classification section of an ACS.
The issue of ‘care types’ is outside the scope of ICD-10-AM/ACHI/ACS, and as such, classification guidelines are independent of the admitted episode care type.
